Stevan A. Raye
Principal and Owner of ARC Environmental Services, L.L.C.
Mr. Stevan A. Raye is an Environmental Planning Specialist/NEPA and is a Registered Environmental Assessor (REA) with over 15 years experience in the environmental industry.Mr. Raye has managed hundreds of various types of environmental projects that are specific to environmental planning, Section 106 of the National Historic Preservation Act (NHPA), NEPA, and natural resource management. These projects include regulations and documents as they apply to the National Environmental Policy Act (NEPA), Council on Environmental Quality (CEQ 40 CFR 1500-1508) and the Department of Interior (DOI 516DM 1-7) include scoping/screening of proposed Federal actions, categorical exclusions, Environmental Assessments (EA), Environmental Impact Statements (EIS), and preparation of the above stated reports and documents. In addition, Mr. Raye is experienced in other areas and disciplines of the environmental industry including, Biological evaluations (BE), critical habitat studies, wildlife and plant identification, riparian and upland habitats of the southwest desert biotic communities, historic preservation and cultural resource issues, in addition to Phase I Environmental Assessments (ASTM) These areas are further discussed in Section 4 Federal and State Standards.
Mr. Raye also has project management experience in the areas of biological evaluations (BE), vegetative assessments, Army Corp of Engineers (ACOE) wetlands delineation, and cultural evaluations (NEPA/HUD), property assessments, underground storage tank (UST) characterizations, remediation and closures, groundwater monitoring, groundwater monitoring well installations, and hazardous waste characterizations.
Mr. Raye's experience includes project management of NEPA/HUD assessments and surveys including, endangered species, wildlife surveys habitat identification, riparian and ACOE wetland delineations, noxious weed identification, and native vegetation assessments. Extensive experience with the Western United States, Arizona, and local and county planning and zoning ordinances. Mr. Raye has conducted field surveys for critical habitat in Arizona for the Pima Pineapple cactus, Acuna Cactus, Southwestern Willow Fly Catcher, Western Burrowing owl, and Ferruginous Pygmy Owl. In addition Mr. Raye has project experience with the Arizona Fish and Game Department identification of Wildlife of Special Concern (WSC) in Arizona and the Arizona Department of Agriculture, Native Plant and Protected Plant Species Law. Mr. Raye has had direct involvement with regulatory compliance issues involving NEPA, species identification (flora, fauna) Resource Conservation Recovery Act (RCRA), Clean Water Act, (CWA) Comprehensive Environmental Liabilities Act (CERCLA), and the Toxic Substance Control Act (TSCA), and the National Historic Preservation Act (NHPA).

Project Environmental Specialist/Biologist for The Arizona School Facilities Board- Prepared a report for species of special status and native plant survey for approximately 12-acres of undeveloped desert land in Gilbert, Arizona. The subject property was targeted for development of a new school complex. Provided recommended mitigation measures for the Western Burrowing Owl, and critical habitat located on proposed siting location. The assessment was performed as a portion of the NEPA Screening Summary and Arizona Fish and Game Department Wildlife of Special Concern criteria.
Biological Evaluation (BE) Report, Nogales, Arizona. Project Environmental Specialist/ Biologist for a BE a for a proposed materials source site, as required by ADOT, of undeveloped desert land located in Nogales, Arizona. The BE was performed as a portion of the NEPA Screening Summary and ADOT Materials Source Environmental Analysis.
“Rescue 21” -US Coast Guard National Defense Response System (NDRS). Environmental Specialist/Biologist for performing detailed NEPA environmental assessment work for all operational missions of identified transmission (communication tower and microwave transmission tower sites) in coastal areas, inland waterways, and uplands of the United States. Responsibilities included wetland delineations; migratory bird flyway analysis, endangered and threatened species and critical habitat identification, cultural resources, Native American Tribal issues, historic preservation and view shed issues (SHPO).
Direct responsibilities included conducting site visits, researching and writing the environmental summaries and completing the US Coast Guard J‑06 Forms for the environmental section of the District Regional Implementation Plan Survey Reports for the National Defense Response System (NDRS) communication tower sites throughout the United States. Tasking responsibilities include research, data collection and information interpretation, interfacing with federal, state, and local regulatory agencies, and determination of environmental permits requirements and report preparation. Mr. Raye is responsible for completing the initial environmental consultation and screening process in regards to each tower site in the NDRS regions. NEPA Documentation and Biological Evaluation, San Carlos Apache Tribe, San Carlos, Arizona - Project Manager for an EA for the proposed Rice Elementary School HUD funded facility for the San Carlos Apache Tribe. Conducted a NEPA/Biological Assessment and co-coordinated a multi-disciplined team of archaeologists, architects, and scientists in the analysis of social economic and environmental impacts in relation to the project building site. Conducted flood plain assessments, consultation with Archaeological Offices and with the State Historic Preservation Office (SHPO). Facilitated the interaction between the tribal council, regulators from EPA Region IX, Bureau of Indian Affairs, State Historic Preservation Office, local tribes, and the evaluation team. Project went to early stages of an EIS. A revised Notice of Intent was implemented because there was a major change in the proposed action for the construction phase of the project.
NEPA Documentation and Biological Evaluation, Pasqua Yaqui Tribe, Tucson, Arizona - Project Manager for NEPA Environmental Assessments of HUD funded residential housing developments for the Pasqua Yaqui Tribe. Conducted a Biological Evaluation and provided recommended mitigation measures for the Pima Pineapple Cactus and critical habitat located on proposed siting location. Conducted flood plain assessments, consultation with Archaeological Offices and with the State Historic Preservation Office (SHPO). BHP Copper / Pinto Valley Mine Tailings Impoundment Failure, Gila County, Arizona - Project Environmental Specialist/Biologist Time-critical removal action conducted in response to the excursion of mine tailings, mine rock, and pore water debris into Pinto Creek from a failed portion of the No. 1-2 mine tailings impoundment at BHP Copper Inc's. Pinto Valley Operations. Worked closely with BHP environmental and engineering personnel throughout the project, which was overseen by the U.S. Department of Agriculture, U.S. Forest Service, with assistance from the U.S. EPA and the Arizona Department of Environmental Quality, under the Comprehensive Environmental Response Comprehensive and Liability Act (CERCLA). Provided environmental support for evaluation of terrestrial and aquatic wildlife and vegetation, which was directly affected as result of the incident. Additionally co-coordinated field crews in support of re-constructive efforts to restore the affected riparian and upland environments of Pinto Creek. Responsibilities included re-vegetation of native plant species, monitoring of re-vegetation process, data collection and evaluation, and co-ordination of reporting requirements under an Administrative Order of Consent in accordance with CERCLA protocols.
NEPA Documentation and Biological Evaluation, American Tower, Inc. various cell tower locations in Gila, Coconino, and Yavapai Counties, Arizona - Project Manager for NEPA Environmental Assessments (EAs) for several proposed cell tower locations for American Tower Inc., Houston Texas. Conducted a Biological Evaluation and provided recommended mitigation measures for Endangered Species and critical habitats. Conducted the analysis of environmental impacts of proposed cell tower sites in remote areas of Arizona. Facilitated the interaction between the tribal council, regulators from EPA Region IX, local tribes, Bureau of Indian Affairs, State Historic Preservation Office.
Universal Materials, Inc. - Sand and Gravel Operation, Coolidge, Arizona. Project Environmental Specialist/ Biologist for preparing an EA for the approximately 74 acres of undeveloped desert land in Coolidge. Provided recommended mitigation measures for the Ferruginous Pygmy Owl and critical habitat located on proposed siting location. The EA was performed as a portion of the NEPA Screening Summary and Arizona Department of Transportation (ADOT) Materials Source Environmental Analysis.

Arizona State Land Department Native Plant Survey Project Environmental Specialist/Biologist/ Native plant inventory and design of a plant salvage plan for a proposed access road cut to construct a cell tower in a remote area of Wenden Arizona, for a national company. Identified plant species and coordinated with the Arizona State Land Department (ASDL) to provide a cost analysis for native plants that needed to be removed, relocated, or destroyed. Plant values were calculated on ASDL Native Plant Value Guide.
Arizona Department of Transportation Noxious Weed Survey
Project Environmental, Specialist/ Biologist: Conducted a noxious weed survey for the Arizona Department of Transportation (ADOT) in the City of Tempe, Arizona along a two-mile reach from Priest Road to Mill Avenue Along 13th Street right-of-way.
In addition to NEPA studies and biological surveys for endangered species and critical habitats, Mr. Raye has conducted other Phase I and Phase II environmental assessments
Phase I ESA, Arizona Cardinals Stadium, Gila River Indian Tribe Maricopa, Arizona - Performed Phase I Environmental Site Assessment (ESA) for the proposed Arizona Cardinals Stadium site conducted for the Gila River Tribe Department of Environmental Quality.
Globe-Miami Inspiration Mine - Environmental Auditor for an Environmental Compliance Audit of the Globe-Miami Inspiration Mine for the Arizona Department of Environmental Quality. Reviewed waste handling practices, leachate collection design, and acid waste disposal practices for tailing ponds. Also reviewed mine documentation on generation, transportation and disposal of mining wastes. Conducted sampling of mine tailings to determine and evaluate lead concentrations and waste disposal practices and impacts to groundwater.
Phase I ESA - 49 Square Miles of Ranchland Pre-Transfer Assessment, Bank One of Arizona, Arivica, Arizona. Conducted a Phase I ESA of a 49-square mile ranch property and associated buildings. Performed hazardous material identification and inventory and performed asbestos surveys on all buildings. Provided asbestos abatement recommendations for the ranch buildings and structures.
Phase I ESA and Asbestos Survey of selected areas of BHP Pinto Valley Operations, Miami, Arizona. Conducted a Phase I ESA at BHP Mine near Miami, Arizona. Inspected mine assay buildings, storage buildings and process buildings, for environmental concerns including asbestos, explosive wastes, and abandoned chemicals. Also reviewed waste handling practices and mine documentation regarding generation, transportation and disposal of mining wastes.
Phase I ESA and Underground Tank Removal Cypress Bagdad Mine, Bagdad, Arizona. Conducted a Phase I ESA of a property to be purchased by the Cypress Bagdad Copper Corporation, Cypress Mine. Inspected mine assay buildings, storage buildings and process buildings, for environmental concerns including asbestos, explosive wastes, and abandoned and process chemicals. Reviewed inventories of chemicals and addressed health and safety concerns for bulk storage and dangerous chemicals used in ore extraction. Reviewed waste handling practices and mine documentation regarding generation, transportation and disposal of mining wastes. Provided oversight for the removal of a 500 - gallon underground oil storage tank. Supervised removal activities including, site characterization with an on-site mobile laboratory.
Phase I ESA Buckeye Dairy, Buckeye, Arizona. Conducted a Phase I ESA of an operating dairy farm. Project included hazardous material inventory and a waste pond assessment to determine the Aquifer Protection Permit (APP) status with the Arizona department of environmental Quality (ADEQ). Also provided recommendations for clean-up and waste handling practices.
Phase I ESAs Nationwide Locations, Coca Cola Enterprises, Inc. - Managed and conducted 32 Phase I ESAs in North and South Carolina, Michigan, Texas, Washington, California, Oregon, Nevada, Oklahoma, New Mexico and Arizona during a 40-day period. Responsible for coordinating activities with four other agencies, scheduling and interfacing with regulatory agencies in each state. Review of current underground storage tank program.
Phase I ESA Arizona-California Railroad Company, Parker, Arizona. Conducted a Phase I ESA of 250 miles railroad right-of-way and associated property from Barstow, California to Parker, Arizona.
HUD Minor Rehabilitation Environmental Reviews - Pasqua Yaqui Tribal Land in Scottsdale, Maricopa, and Tucson. Conducted flood plain study for various residential housing developments belonging to Tribal members. HUD funded project for street and lighting improvements
Phase I Environmental Assessment for the Adobe Dam Regional Park-Adobe Dam Regional Park is 1,526 acres of mixed commercial uses that have gathered on this flood- plain behind Adobe Dam. The recreation area is 9 miles north of the City of Glendale in a Maricopa County island surrounded by the City of Phoenix. The assessment focused on the commercial use the park including flood plain issues, impacts to wash areas (CWA) and related critical habitat of species in an identified mesquite bosque area of the Adobe Dam
